Mine No. 37. RO. Sale

Mine No. 37 was commissioned in 1965 with a design capacity of 100 thousand tons per year. In the late 90s, OAO Shakhtugol was in the process of liquidation in accordance with the adopted decision. The closure of the Zverevsky mine administration was also planned within the framework of the approved Feasibility Study for the Liquidation of OAO Shakhtugol. The Zverevsky mine administration included two mines No. 37 and No. 40, which were connected by a crosscut, the mines were mothballed.

In September 2016, the owner changed. The concept of development of reserves within the boundaries of the mining allotment of Sulinugol LLC has changed, which excluded the construction of a new shaft No. 37, and assumed the use of the mine workings of shaft No. 37/40 as the main ones for further development of reserves in the i3n seam of two license areas. An agreement was concluded with the design organization DonGiproShakht LLC on 30.12.2016 No. 0312-2016 for the preparation of working documentation in accordance with the assignment "Technical re-equipment of shaft No. 37 of Sulinugol LLC". In 2017, no work, except for design work, was carried out.

The first stage of the restoration of shaft No. 37 includes:

- de-preservation of inclined shafts of shaft No. 37

- pumping water out of shaft No. 37/40

- restoration of the support of inclined shafts of shaft No. 37

- replacement of transport along inclined shafts of shaft No. 37 (diesel locomotive of the DLZ-140 brand)

During the first stage, it was planned to complete the design documentation and determine the procedure for developing the anthracite reserve within the boundaries of the mining allotment.

By the decision of the Arbitration Court of the Rostov Region dated 31.01.2019 in case No. A53-23895/18, Sulinugol LLC was declared insolvent (bankrupt), and bankruptcy proceedings were opened against it. Based on the results of the bankruptcy proceedings, the property (property complex) of Sulinugol LLC was put up for open auction No. BP-86, held on the AIST electronic platform (http://aistorg.ru) in one lot.

Based on the results of the auction held on 01.11.2020, the winner was Poverenny LLC, which acted in the interests of Direct LLC (TIN 7713768937) under an agency agreement. Property purchase and sale agreement No. 6 dated 16 November 2020 was concluded, the cost of the lot was fully paid. The Acceptance Certificate dated 28.12.2020 was signed.

In accordance with Art. 17.1 of the Law of the Russian Federation "On Subsoil" in June 2021, applications were submitted for the renewal of licenses for the right to use subsoil RST 13279 TE and RST 01561 TE for the purpose of extracting anthracite from the i3n seam of the field of mine 37 in the territory of the Krasnosulinsky District of the Rostov Region in terms of changing the owner due to the acquisition of the property (property complex) of the bankrupt enterprise (subsoil user) LLC Sulinugol in the manner prescribed by the Federal Law "On Insolvency (Bankruptcy)". The bankruptcy trustee of LLC Sulinugol gave written consent dated 05.05.2021 No. 210505-01 and No. 210505-02 for the renewal of licenses for the right to use subsoil.

The reissued licenses were received on 18.08.2021 under the numbers RST 03267 TE with a validity period until 31.05.2026 and RST 03268 TE with a validity period until 15.08.2025.

According to the license RST 03267 TE, the anthracite reserves of the i3n seam at the Novomikhaylovsky License Area are 6,408 thousand tons. The coal seam has a two- and three-pack structure. The average thickness of the packs is 1 m. According to the license RST 03268 TE, the anthracite reserves of the i3n seam at the field of mine No. 37 with reserves of 7,661 thousand tons. The thickness of the seam is 0.95 m.

According to the grade composition, the coal is characterized as medium-ash and medium- and high-sulfur. The average ash content varies from 13% to 15%, the average sulfur content is 3.11%.

The existing buildings require major repairs, the necessary technological equipment is missing, and it is necessary to obtain a license to operate a hazardous facility. The estimated investment volume is about 500 million rubles.

The planned production volume is about 20 thousand tons per month by non-mechanized means. The planned net profit is from 20 to 30 million per month (in prices as of January 2022).
