Participation in Russian government procurement is fully digital. All documents, applications, and contracts are signed electronically through special platforms. Without an electronic digital signature (EDS), submitting a tender application is physically impossible — the system simply won’t accept documents.

For a Chinese company planning to work with Russian tenders, the question of obtaining an EDS is one of the first practical barriers. The process is not simple, there are nuances for foreigners, but it’s solvable. We break it down step by step: what signature is needed, where and how to get it, how much it costs, and what documents are required.

What is EDS and Why is it Needed

Electronic digital signature (EDS) is a cryptographic analogue of a regular signature. It confirms that a document was signed by a specific person or organization, and that no one modified the document after signing.

In Russia, EDS is used for:

  • Submitting tender applications through platforms (zakupki.gov.ru, Sber-AST, RTS-tender, etc.)
  • Signing contracts with customers
  • Electronic document flow with tax authorities, banks, government bodies
  • Registration on trading platforms

Without EDS, you cannot:

  • Register on electronic trading platforms (ETP)
  • Submit an application for tender participation
  • Sign a government contract
  • Work in the Unified Information System (UIS) zakupki.gov.ru

Types of EDS: Which One is Needed for Tenders

There are three types of electronic signatures in Russia:

1. Simple Electronic Signature (SES)

This is login + password + SMS code. Used for logging into government services websites, online banking. NOT suitable for tenders.

2. Enhanced Non-Qualified Electronic Signature (NES)

Cryptographic signature, but without strict requirements for the certification authority. Used for internal company document flow. NOT suitable for government procurement.

3. Enhanced Qualified Electronic Signature (QES)

The most reliable signature, issued by accredited certification authorities (CA) certified by the FSB of Russia. Only QES is recognized in government procurement, courts, and tax authorities.

Conclusion: For participation in tenders, you need a QES (enhanced qualified electronic signature).

QES Comes in Two Types

QES for an individual — the signature is issued to a specific person (director, representative by power of attorney). Used if the company is just starting work and hasn’t yet registered an LLC in Russia.

QES for a legal entity — the signature is issued to an organization (LLC, JSC, branch). This is the main option for companies that have registered a Russian legal entity.

For a Chinese company working through an intermediary (e.g., G2R Market), EDS is not needed — the intermediary uses their own signature. But if the company registers its own LLC in Russia and wants to participate in tenders directly, QES for the legal entity will be required.

What is Needed to Obtain QES: Prerequisites

To obtain QES for a legal entity, you need to:

Register an LLC in Russia
A Chinese company must create a Russian legal entity (LLC with foreign participation) or a branch/representative office. Without Russian registration, QES for work in government procurement will not be issued.

Open a settlement account at a Russian bank
For paying certification authority services and future tender operations.

Appoint a director or authorized representative
This must be a person who will physically come to the certification authority to receive the signature. Usually this is a Russian citizen or a foreigner with a residence permit in Russia.

Have a legal address
An office (owned or rented) in Russia where the LLC is registered.

Step-by-Step Instructions: How to Obtain QES

Step 1: Choose a Certification Authority (CA)

There are about 30 accredited certification authorities in Russia that have the right to issue QES for government procurement. The largest:

  • Certification Authority of the Federal Treasury (kaznacheystvo.rf) — state CA, most reliable, but slow
  • SKB Kontur (kontur.ru) — one of the largest commercial CAs, fast, convenient
  • Tensor (tensor.ru) — another major player, good technical support
  • Kaluga Astral (astral.ru) — operates throughout Russia, has mobile centers
  • Taxcom (taxcom.ru) — popular among small businesses

Selection criteria:

  • Presence of an office in your city (you need to come in person for identification)
  • Price (from 1,500 to 5,000 rubles per year)
  • Issuance speed (from 1 hour to 3 days)
  • Support (if technical problems arise)

For foreign companies, SKB Kontur or Tensor is recommended — they have more experience working with non-residents.

Step 2: Prepare Documents

To obtain QES for a legal entity, you will need:

Organization documents:

  • Extract from EGRUL (Unified State Register of Legal Entities) — not older than 30 days. Obtained free of charge on the Federal Tax Service website (nalog.gov.ru).
  • Certificate of registration with the tax authority (TIN).
  • Company charter (latest version).
  • Order appointing the director or decision of the sole founder.
  • OGRN (Primary State Registration Number) — indicated in the EGRUL extract.

Representative documents (the person who will be signing):

  • Passport of a Russian Federation citizen (for foreigners — passport + residence permit or temporary residence permit).
  • SNILS (Insurance Number of Individual Personal Account) — the green pension insurance card. If the representative is a foreigner without SNILS, it needs to be obtained first (done through PFR or MFC in 1-2 weeks).
  • Power of attorney (if the signature is being issued to a representative, not the director) — notarized.

Additionally:

  • Application for QES issuance (form provided by the certification authority).
  • Consent to personal data processing.

Step 3: Come to the Certification Authority in Person

Obtaining QES requires personal presence. It cannot be done remotely — this is an FSB requirement for identity verification.

What happens:

  • You come to the CA office with original documents.
  • A specialist checks the documents, scans them, verifies the data.
  • Identification is conducted: you are photographed, compared with your passport.
  • You sign an agreement with the certification authority and an application for QES issuance.
  • You pay for the service (1,500-5,000 rubles depending on the CA).
  • Within 1 hour to 3 days, you receive your QES.

Some CAs (SKB Kontur, Tensor) can issue the signature immediately, within an hour, if documents are in order.

Step 4: Receive QES on a Storage Device

QES is issued as files (certificate and private key) on a protected storage device. Options:

1. USB token (Rutoken, eToken)

A physical device similar to a flash drive. The private key is stored on it, protected by a PIN code. To use the signature, you need to insert the token into the computer and enter the PIN.

Pros: High security, the key cannot be copied.
Cons: Token cost 1,000-2,000 rubles (purchased separately or from the CA), can be lost.

2. Cloud signature

Keys are stored on certification authority servers. To use, you need internet and a PIN code.

Pros: No token needed, access from any device, cannot be physically lost.
Cons: Dependence on internet, annual storage fee (500-1,500 rubles/year).

3. Installation on computer (Windows registry)

The certificate is installed directly in the computer’s operating system.

Pros: Free, no token needed.
Cons: Low security (if the computer is stolen, the signature is stolen too), cannot be used on another device.

Recommendation: for government procurement, USB token or cloud signature is better. They are safer and more convenient.

Step 5: Install Software and Verify the Signature

After receiving QES, you need to install software:

Crypto provider (program for working with cryptography):

  • CryptoPro CSP (most common, paid ~3,000 rubles/year)
  • ViPNet CSP (alternative)

Token drivers (if using a token):

  • Rutoken: plugin from Aktiv
  • eToken: SafeNet Authentication Client

Document signing program:

  • CryptoARM (convenient program for signing PDF, Word, and other files)
  • Built-in trading platform tools

Signature verification:

  • Go to the Gosuslugi website (gosuslugi.ru) or zakupki.gov.ru
  • Try to log in using EDS
  • If login is successful — the signature works

Registration on Electronic Trading Platforms (ETP)

QES obtained, but this is not enough for tender participation. You need to register on electronic trading platforms through which bidding is conducted.

Main ETPs for government procurement:

  • Sber-AST (sberbank-ast.ru)
  • RTS-tender (rts-tender.ru)
  • ETP GPB (etp.gpb.ru)
  • EETP (roseltorg.ru)
  • Fabrikant (fabrikant.ru)

Registration process:

  • Go to the ETP website
  • Click «Registration»
  • Upload the EDS certificate
  • Fill in the organization profile (details, contacts, bank information)
  • Upload scanned copies of documents (EGRUL, TIN, charter)
  • Wait for verification (1-3 days)

After approval, you can submit tender applications.

Important: For participation in tenders under 44-FZ, registration in the UIS (Unified Information System zakupki.gov.ru) is mandatory. EDS is also required there.

Validity Period and QES Renewal

QES is issued for 1 year. Upon expiration, the signature stops working, and you need to obtain a new one.

Renewal process:

  • A month before expiration, the CA sends a notification
  • You need to come to the CA office (or renew online if the CA provides this service)
  • Provide a current EGRUL extract (not older than 30 days)
  • Pay for renewal (usually cheaper than initial issuance: 1,000-3,000 rubles)
  • Receive a new certificate

Some CAs allow remote renewal through a personal account, but only if organization documents haven’t changed (same director, same legal address).

Cost: Full Calculation

Initial QES issuance:

  • Certificate issuance: 1,500-5,000 rubles ($16-55) depending on CA
  • USB token (optional): 1,000-2,000 rubles ($11-22)
  • CryptoPro CSP crypto provider: 3,000 rubles/year ($33)
  • Total: 5,500-10,000 rubles ($60-110) for the first year

Annual renewal:

  • Certificate renewal: 1,000-3,000 rubles ($11-33)
  • CryptoPro CSP license renewal: 3,000 rubles ($33)
  • Total: 4,000-6,000 rubles/year ($44-66)

Additional expenses (if needed):

  • Obtaining SNILS for a foreigner: free, but 1-2 weeks of time
  • Notarization of power of attorney: 1,000-2,000 rubles ($11-22)
  • Consultant services for processing (if you don’t understand it yourself): 5,000-15,000 rubles ($55-165)

Special Considerations for Chinese Companies

Problem 1: SNILS for a foreigner

If the company representative is a Chinese citizen, they need a SNILS (pension number). Obtained through the Pension Fund of Russia or MFC. Required:

  • Passport with translation (notarized)
  • Residence permit or temporary residence permit
  • Application

Timeline: 1-2 weeks. Cost: free (only pay for notarized passport translation ~2,000 rubles).

Problem 2: Personal presence at the CA

EDS cannot be obtained remotely. The representative must physically come to the certification authority office in Russia. If the company director is in China, there are options:

  • Appoint a Russian representative by power of attorney (notarized, with apostille)
  • The director flies to Russia for 1-2 days specifically for processing

Problem 3: Language barrier

All documents, forms, and CA interfaces are in Russian. Without a Russian-speaking employee or translator, it’s difficult. It’s recommended to hire a consultant or work through an intermediary like G2R Market.

Alternative: Working Through an Intermediary

If obtaining your own EDS seems too complicated, you can work through a Russian intermediary. The scheme:

  • Chinese company signs an agreement with a Russian partner (e.g., G2R Market)
  • Intermediary uses their EDS to participate in tenders
  • Intermediary wins, signs contract on their own behalf
  • Chinese company supplies goods to the intermediary
  • Intermediary supplies goods to the customer, receives payment, transfers money to the Chinese company minus commission (5-15%)

Pros:

  • No need to register an LLC in Russia
  • No need to obtain EDS
  • No need to understand Russian bureaucracy
  • Quick start (can participate in tenders within a week)

Cons:

  • Intermediary commission (5-15% of contract amount)
  • No direct contact with customer
  • Dependence on intermediary

For the first 5-10 contracts, working through an intermediary is the optimal option. When volumes grow ($5-10 million per year), it makes sense to register your own LLC and obtain your own EDS — this will save on commissions.

Checklist: What Needs to Be Done

If you decided to get your own EDS:

  • ☐ Register an LLC in Russia (2-4 weeks, ~$2,000-5,000)
  • ☐ Open a settlement account at a Russian bank (1-2 weeks)
  • ☐ Appoint a director or representative with signing authority
  • ☐ Obtain SNILS for the representative (if foreigner, 1-2 weeks)
  • ☐ Choose a certification authority (SKB Kontur, Tensor)
  • ☐ Prepare documents (EGRUL extract, TIN, charter, passport)
  • ☐ Come to the CA office in person, undergo identification
  • ☐ Pay for the service (1,500-5,000 rubles)
  • ☐ Receive QES on token or in cloud
  • ☐ Install software (CryptoPro CSP, token drivers)
  • ☐ Verify signature operation on Gosuslugi
  • ☐ Register on ETPs (Sber-AST, RTS-tender, etc.)
  • ☐ Register in the UIS zakupki.gov.ru

If working through an intermediary:

  • ☐ Find a reliable Russian partner (G2R Market or similar)
  • ☐ Sign a cooperation agreement
  • ☐ Agree on commission and working conditions
  • ☐ Provide information about products, prices, certificates
  • ☐ Start participating in tenders through the partner

Conclusion

Electronic signature is a mandatory tool for participation in Russian government procurement. For a Chinese company, obtaining QES is realistic, but requires:

  • Registration of an LLC in Russia
  • Personal presence at the certification authority
  • A Russian-speaking representative or consultant
  • 1-2 months for preparation
  • Budget of $60-110 for the first year, $44-66 for renewal

The alternative is working through a Russian intermediary. For getting started, this is simpler and faster. When volumes grow, you can transition to direct participation with your own EDS.

EDS is not an obstacle, but a technical procedure. Dozens of Chinese companies are already working with Russian tenders, using either their own signatures or those of partners. The main thing is to understand the process and not be afraid of bureaucracy.
